In the Court of Accounts' 2025 AFAD report, budget realisation was 99.92%. Allocations to İller Bankası and payments to TOKİ and Emlak Konut were recorded contrary to legislation, and delivered housing was not recorded in accounts.
The report also found that amounts transferred to TOKİ and Emlak Konut for disaster housing were directly expensed and assets were not tracked. AFAD's budget realisation rate was 99.92%.
